how can someone use TS or Vent without hosting?

I know this probably sounds like noob question, but lately I have been asked by various PUG's i have tried to join,wether or no do I have TS or Vent. My question is... is it possible to use these services without becoming a host, and if so where can I find it?.....I would like to be able to communicate better with the groups that do use it instead of using text chat. any help would be appreciated...

When they ask if you have Teamspeak, they mean do you have the client
installed/mic. Most likely, they have a server where you can go.

In my case, my friend and I pay for a teamspeak server, where our guild can
go and we can invite people from pugs, etc....
