i've seen them but what is the purpose of the frogs? do they have special powers or something? I always thought that they were just added to make the world seem a little more real.

One Frog in particular is the avatar of an Anet employee (or volunteer). This person takes on the persona of a talking Frog and delivers snippets of information about upcoming events or new things happening etc etc.
