I figured it out, I went to Blacktide Den and I got access to the outpost. I went there earlier and it was closed to me.

which outpost do u go to i went to blacktide den and hav done all the missions but carnt see anouther outpost

U get quest to enter blacktide den....after that mission a quest continue the story from the tempel
