Risen from the ocean by the will of a powerful undead dragon, Orr no longer stands under human control....

This undead armada has cut off all human contact with Cantha, and the dragon’s undead army wages war even now along the northern Elonian border, preventing all in Tyria from departing for other lands . . . for now.

So as the Great Destroyer was a General for Primordus. The statements above make it look like Palawa Joko is the General for the dragon of Orr.

He seems too independent to be a general for anyone. Very egotistical too. Just because they're both undead, doesn't mean the one controls the other. That said, they may of course be aligned.

Palawa Joko IS udead...

...and the Scepter of Orr gave the weilder power over the dead and undead.....

... and Livia is seen drooling over the Scepter at the end of EotN....

I would assume the dragon from Orr can control the undead there much more easy because they where not really under anyones control anymore after the end of Prophecies.

Joko is probably to proud to be controlled by anyone and is probably fully capable of warding of the undead Orrians.

Perhaps Livia, before she died, hid the scepter of Orr and it fell into the hands (was found by) one of the dragons, who then bound Palawa Joko to their will.

The line during Ogden's Benediction for that point is something along the lines of: "Great sacrifices will be made." It is then that we see Livia hesitating, which may indicate that she did not take it. That would be a great sacrifice, indeed.

I would think it was more a portent of things to come, similar to the "introductin" of the Sylvari being that tree, then to think the "sacrifice" would be to NOT take the power of the Scepter of Orr.

Curious though,... we've only seen the Scepter of Orr used by an Undead (the Lich). While we carried it, we never calld upon its power. Could the Scepter of Orr only be used by an undead? If that's the case, that could be a primer to Livia, sacrificing her life/becoming undead, in order to utilize the power of the Scepter of Orr.

Just speculating...

I don't think Palawa Joko wants to share Elona with anyone, and I do believe he's the right person to defend Elona from any threat.

Seriously, the... thing crushed the Sunspears (even turned some of them against their former allies), took over Vabbi and made Kourna And Istan into vassal nations.

I don't think he's under the control of anyone, especially considering how he haven't conquered anything but Elona.

Speculations apart, just because Livia hesitated on the Scepter of Orr it doesn't mean the Scepter hesitated on her... :laugh: (...one ring to rule them all... and all that crap involved...)

Scepter of Orr only gives control over Orrian Undead, and not, fox example over the Undead in Elona.
