Expertise skills can be acquired by people with secondary rangers. That's not to say they're going to be any good since u have 0 att in expertise. However it's still useful for skill unlocking and some skills are pretty good even at 0 att.

Same applies for all primary atts.

It's actually possible to gain at least a couple of points temporarily in a secondary's primary att through the shrines in factions, including the innate bonuses.
