where do you get Necrotic Armor?

i have seen necrotic armor on this site and it says that it should be available in ascalon but the armor crafter doesn't offer it. i'm level 11 and presently in yak's bend and haven't found any crafters that offer it. is there a certain location it is offered in or do i need to acheive a certain level before it's offered to me?

You can find it from Lion's Arch onward I believe.

I wouldn't bet on all that stuff you're reading being right. ArenaNet edited a lot of in-game stuff for release.
