I believe you can find it at either the Iron Mines of Moladune or Thunderhead Keep.

i got it off some boss in one of the ring of fire quests.

The Jade Armor enemies use it. Just keep fighting them untill you find a boss Jade Armor. I got mine from the Ring of Fire mission. Cairn the Unforgiving, I think his name was.
