Ah, someone wants to be a rez machine ^_-. Not that its neccesarily a bad thing, but it seems your targeting is pretty spread out. Backfire is ofcourse a great Anti Caster tool, it either does damage or keeps them quiet for 10 seconds. Some people have tried to tell me lately that it is a 'crap' skill, but it is consistently effective in all my uses of it. Chaos storm is a little more situational, but if you plant it right you can get good use out of it, all AoE's are good in King of the Hill matches.
The main problem is that you have Energy Surge and Panic in the same lineup, and both are elite skills. I would recomend dropping Panic and picking up another anti caster, or caster damaging skill. Shatter Enchantment is nice, especially since it seems to be the era of enchantments in competition right now.
Empathy is good for anti warrior, I've thrown it on to relieve pressure from the healers every now and then.
Spirit Shackles and Panic are the two I would recommend a change to, and possibly Chaos Storm as well. I would say Empathy, but it can be pretty useful, so I'll let you judge that one for yourself. Spirit Shackles is a good energy denial, but you really have yourself spread out a little too much, but then again I dont know exactly what you are wanting to do with this build.
If you are wanting to have a skill lineup that you can throw one or two hexes on 3 or 4 enemies to hinder their efforts then the build is allright how it is, minus Chaos Storm. I can see Empathy on one Warrior and Shackles on a Ranger, Backfire on a healer and useing energy theft/damge on another, but if thats the route your going you wont be really hurting any target, but you will be hindering them.
If you wish to be more of an attacking character, you could go the Energy Drain route, taking out Backfire for Energy Burn, Mindrack in your empty slot (because of Panic), and subbing in Energy Tap and Ether Lord (Power Leak if you have good timeing).
Hmm..thers a lot you could do, give me a general idea of what role your wanting to play and I'll offer some suggestions.

What I am planning on doing is basicly at first go after casters, stopping their progress and hopefully killing them
Use empathy on warriors when they attack me, so they either get damaged or stop attacking
ether fest for healing
and energy surge if i need some quick mana
and of cource, speed resserect :happy65:

Well actualy, energy surge is a damageing skill. I immagine you met Energy Tap.
You now have 2 slots open in your build due to Spirt Shackles and Panic.
So throw Energy Tap in there (it will fit well with your high inspiration magic), and that will serve as your energy gain/denial skill. You will definatley need this skill with the high costs of some of the skills your using.
To round out your build, I'd look possibly for another damage or interupt skill, preferably both. The interrupt is more than useful when you blast it while they are coming out with a Healing Breeze. Power Spike would be the prime candidate for damage/interupt. If you want reliable, non conditional damage, Energy Burn might serve well.
Alternatively, Shatter Enchantment works well for protection monks wielding Shield of Deflection or Regeneration, and that pesky Healing Breeze. It is also a very good consideration.
