Guild cape design utility?

Is there a utility somewhere to design the guild cape offline? I would like to decide on one with some of my workmates.

All you can do is just make designs, but can't use it in game.

I know that my guild mates and I played with it for hours waiting for the release, but by time the release came out, we decided on something totally different. LOL

cus its fun to make them... and is there another link to this beacuse the one u gave wont work. (using firefox)
