Where to find, buy, or receive?

I have a W/E and have seen many posts referring to the dragon sword that only a W/E can use...first off, is this true?
second...where do I get it? Is it a drop something to craft or buy?

It can be used by anyone, however, it naturally has fire damage, so a Pyro Ele can use Conjure Flame for extra damage.

As for getting it, it drops like everything else. Luck of the draw really.
