so i made this really neat elem build but it relies on casting a lot of spells which cause exhaustion. i thought, thats ok since none of them cost a lot of energy and i have over 70, i can afford to lose ~30 energy. the problem is though that my energy seems to regen a LOT slower, like half as fast as it should be, after casting several spells which cause exhaustion
is this normal? in the conditions guide it says one level of exhaustion lowers your maximum energy by 10, so whats going on here

I don't really know what to say, you pretty much answerd your own question. Exhaustion does not affect your energy regen at all. I belive its +1 max energy per second to recover from exhaustion. From my experience I would say to limit your skill choice to 1-3 spells with exhaustion depending on the spells recharge times.

after further testing ive noticed this only happens in tombs
i go up to people and spam shock + aftershock, obsidian flame and eruption a few times and my energy regen is dead, even after my maximum energy has regenned to full and i have no spells on me.
also this resets after zoning (such as winning a tombs battle and going on to the next one)

What does your energy pips display as when this happens? If your sure that the energy regeneration is bugged, then report it.
There's nothing funny going on here.
If you cast too many exhaustion spells, your max may be really low, so you may have 10 mana and be at your max.
This max is still increasing at the usual exhaustion-recovery rate, 1 point per 3 seconds.
Basically, if you overdo it on exhaustion spells, your energy recovery will be at 1 pip instead of 4.
