How do you check the level of a monster without attaking them
Also can you get more info on weapons or is all the information given when you run the mouse over it?

for weapons, i believe you get all you can in the mouseover.
as for targetting things without immediately "doing it" (for opponents, "do it" = attack. for items, "do it" = pickup. the game calls this function "do it", and i usually call it "activate".), there are a couple of things you can do. the first is to use keys like C, \, [, and ] to change your targets, then use SPACE to activate them. the method i use, on the other hand, is to open the control configuration and select "double click to 'do it'". then, when you click on things, ALL it does is target them. to "do it", you have to press space. it takes a little getting used to at first (to attack a target, you click it (or use something like C) and press SPACE. to pick up an item, you have to click it and press SPACE), but you have full control over what you do. as the option's title suggests, of course, you can also double-click the thing to "do it" rather than press SPACE, if you prefer to use the mouse for it.
Also, you can shift-click on a creature to select it without attacking it. This became very important in our GvG battle last night because it was the monk (running Peace and Harmony) who noticed the target, and needed to announce it fast without attacking it.
