When someone is knocked down can they take damage? lets say they get knocked down by firestorm and i hit them with flare when there on the floor, do they take damage?

Yes .... you can get hit while knocked down.

Yes .... you can get hit while knocked down.
Some attacks (such as hammer smash) target knocked down victums for extra damage.
