Where to buy armor for Monk??

I am currently a 11 level Monk, and have bought the Wanderer's Armors from Ascalon City. Where & when can I upgrade my armors?

Also where can I purchase better weapons? Thanks.

You'll unlock a new set when you reach Yak's Bend after doing the Nolani Academy mission. Following that you will unlock all of the sets when you reach Lion's Arch, though those aren't the most powerful versions of the armor you can find.

Can I assume that what you can buy will be determined by what level you are at, and which missions you have completed?
