Can anyone explain these skills, when you get them or how?

You have to use a SoC (signet of capture) on a boss monster just after it's used that skill.

They are quite annoying to find and capture from what I've read, if you see a thread with SoC in the title now you know what it'll be likley talking about.

Other than that I don't know much about them, but if you check the class specific forums they have a pretty good idea of where most of them are now...

Edit: You can't get the capture skill (thingy) until Lions Arch (pretty far into the game). So no worries about it yet :uhhuh:
