Before people accuse me of exploiting I shall first mention that this has no effect on the game itself, since you can only change skills in an outpost/town and when you leave the town or outpost it undoes the effect, it is merely graphical only.
1. Drag a skill to your skill bar.
2. Drag the same skill to your skill bar (different slot)
3. Quickly drag the 'second' skill to a third slot.
4. If you did step 3 fast enough you now have '2 copies' of the skill.
5. Repeat to get upto 7 copies of a skill.
I shall again reiterate that this has no effect on gameplay, (try for yourself if you don't believe me) as it resets your skills on entering an instance to a valid combination (i.e. leaves empty slots).
