Rare Skills?

There are "rare skills" and rare items in this game, right or wrong?

I read a couple reviews, and as I understood it there were skills that were "rare", and I am guessing that there are some rare items?

The rare skills and rare items are only found in the PVE section of the game. Right or wrong?

The rare skills are most likely elite skills.

There is normal items (white), magical items (blue), uncommon items (purple), and rare items (gold).

Yes they can only be found in PvE.

But you don't need to make a seperate character for PVP right?

You can make one character and he can do anything he wants, whether PVE or PVP, right or wrong?

You are correct, A role-playing character can do everything.
