Does anyone know if any npc gives this flame artifact out?

Or can it be crafted?

I saw one guy with 3 of the exact same flame artifacts.

The stats are +8 energy, +1 fire(20% chance), and +30 health.

Really confused by this one.

Most likely that guy looted them from a fallen enemy.
But it is also possible to have Flame artifacts crafted by certain Weaponsmiths

He got them from a collector near Gates of Kryta. You can turn in collectables more than once for an item. Those stats are the exact stats of the item the collector gives out. Alot of the collectors are in hostile areas that you have to explore to find them.
