Simple but important question

Can I have a skill that does not belong to my primary/secondary profession? Being a N/E can I get an energy stealing skill from mesmer or healing skill from monks? (I know I can't put some points in the attribute ruling those skills, but I don't care) I didn't think so, but I read this in the site:
"Just because you have a skill that lists a certain attribute does NOT mean you can put ranks into that attribute, since you can learn skills that aren't linked to attributes you have ranks in or even attributes that aren't available to your character"

Signets of Capture can only capture primary/secondary skills so, I guess not.

They're talking about abilities linked to class only attributes. Like, a warrior/ranger can get the point blank shot skill, but since they don't have expertise they can't up the damage on it.
