Has anyone found a use for it?

Does it recharge only skills or spells also?

Oath Shot (availability)
Description: If Oath Shot hits, all your other SKILLS are recharged. If it misses, all your skills are disabled for 10 seconds. This is an elite skill. (50% miss chance with Expertise attribute of 7 or less)

only thing i could think to do is use it to recharge my Lighting Reflexes and Whirling Defense to be constantly dodging attacks. hrm? probly not that useful though as not many people attack rangers anyway.

perhaps there is some uber warrior skill that you would want to recharge?

Oath Shot recharges everything on your skillbar aside from itself. Spells are skills, but skills aren't necessarily spells. Also consider running a Determined Shot + Oath Shot combo.

Here is another cool thing oath shot is good for. If you need to run thru a zone solo.
Storm Chaser > Dodge > Oath Shot w/short bow
If you are a R/W throw sprint and charge into the mix and nothing will ever catch up to you

I've tried out Oath Shot in combination with Whirling Defense in PVP, and it's incredibly useful. You can be blocking 75% of attacks 3/4 of the time, with a decent expertise, since Whirling Defense gives you 15 seconds, and Oath Shot takes 20 seconds to refresh. And that's only with the use of two skills. You could throw in Dodge, Lightning Reflexes or Dryder's Defenses to be truely irritating.
