I was wondering where you get signet of captures and how much they cost and what not

You do a quest at Lion's Arch from Magi that nets you a Signet of Capture.

After that initial one (and one you get as a reward when you COMPLETE that quest), you need to buy them from skill trainers in the usual way - they will cost gold and a skill point each.

went to turnin at magi, he gave me 400 xps and no signet of capture.
Since I had been able to buy one before and use it I went to the skill trainers at lions arch and drolvar's forge, and NEITHER of them have signets of capture. I have 9 skill points left. Can anyone tell me why they arent selling them? Thanks for your help.

That magi guy has 2 quests, first he gives you a quest then after you do that you should go back to him and he will have the signet of capture quest.

I haven't done the quest yet and I'm able to purchase Signet of Capture in Quarrel Falls.

You dont have to do the quest to be able to purchase one later on.
