hey guys, i just need some help on finding skills....i didn't find flare and rez signet yet....anyone have any clue where these are?

You can buy that from the skills trainer in Ascalon City.

and the rez signet is in pre searing, just outside town, at the resurection spot, there's a priest, talk to her, and she'll say to make a team with a player, come to her, and she'll give you the skill
