Is a Energy Degeneration of -2, minus 4 mana per second? Or does mana degenerate at a different rate?

We assume energy degenerates at a slower rate, just as it regenerates at a slower rate, but usually it's got an innate regen of 4 (2 minimum for warriors) without sustained enchantments. So all this will do is slow (or stop) the regeneration of energy on that affected target.

its .66 a second of regen/degen. so ur takin off about 1.2 regen/sec of mana. combined with wither it will stop mana regen.
