Unlocking in PvE for PvP

When I unlock skills/items in PvE for PvP will the skills/items still be available in PvP if I delete the characgter in PvE?

Also..there's a limit of 4 characters/account in PvE...is there a seprate limitatino for PvP? or it's 4 maximum characteres for PvE and PvP combined?

no to the second (PvE and PvP share the 4 slots)
