Skill traders - question

Ok, here is my question:

If I skip some quest, will the skill trader have the skill for me to buy?

Is there any skill that only the skill trader can give?

And last: is there any way to know if a skill is obtainable through a quest instead of buying it (it is always good to save those precious skill points...)

2. Yes there are a number of skills you must purchase or capture using a capture signet.
