This is a assassin elementalist build (if you couldnt tell from the title).
A shocking dagger upgrade, or at least an elemental upgrade is required. A shocking dagger of fortitude is my personal fav.

Dagger mastery=12+1+3
Deadly arts=11+1
Earth Magic=6

1.Iron mist/Grasping Earth
2.Impale/Mark of Instability/Expose Defenses
3.Shock/ Iron Palm
4.Falling Spider
5.Repeating Strike
6.Death Blossom/Twisting Fangs
7.Assassin's Promise{e}/Way of the Empty Palm{e}
8.Res Sig

ok if you don't have a shocking upgrade use Grasping Earth, but make sure that you still have an elemental damage upgrade. since GE gives them extra physical armor

anyway, first use iron mist/grasping earth for your snare (you dont want your target running away :P)
then throw on Impale or Mark of Instability as a cover hex and to really piss off monks ^^, use expose defenses if you cant get a necro with Rigor Mortis.
Now put on assassin's Promise/WotEP for energy management
Then throw in Shock if you use iron mist or iron palm for grasping earth, this will KD them
Hit em with falling spider after the KD to apply poison, then do repeating strike until they're almost dead.
Now use your dual attack(death blossom/twisting fang's) to finish them off

I used a similar build during the FPE and it is VERY effective.

Whoa... I am definitely impressed with the general idea here. One of the best Factions setups I've seen. Iron Mist with its -90% speed reduction is the prize here, so it's almost a must-have IMHO.

The Shock->FS might be interchanged with something else, but if it works better than any other options stick with it. I know you're locked into degen and lightning attacks, so it may indeed be the best complimentary damage to your main attacks.

You absolutely have to go with WotEP I think since you have so many 10Es in there. You can't afford to wait for AP on an Assassin's mana income. Expose Defenses is my choice for skill #2, and I'm a sucker for Twisting Fangs at #6.

Unfortunately you are toast if targeted, so the best thing above all is to get some kind of protection/teleport/healing wherever you can (the rez sig if you are in 12v12 is available). I have to say though, Repeating Strikes under WotEP and Iron Mist will find peak efficiency use in your build with the shock mod. Congrats again on the smart ideas.

This build isnt really meant for 12vs12 battles. It's more designed for GVG/HOH/TA where u have a monk to heal you, with my experience in 12vs12 you are lucky to get 2 monks on a team, so everbody needed a good self heal. for this you may have to switch it up a bit and go shadow arts instead of deadly arts, so while you lack the extra damge deadly arts offer, you have the damage reduction and healing. The most obvious and probably best skill to use in 12vs12 is shadow refuge, also if you run more then one of these on a team, one can bring Shroud of Silence and you can really pwn the casters :D

Ok for 12vs12 switch from deadly arts to shadow, and use this build

iron mist
Way of Perfection/Way of the lotus
Shock
Falling Spider
Repeating Strike
Death Blossom
Shadow Refuge
Way of The Fox

Of course with this build you don't have nearly as much damage, but you have a self heal. Use way of perfection for health management or Way of the Lotus for energy.and Way of the Fox is so you can't miss ^^
Other skills for healing you could use are: Death's Charge. Heart of Shadow. But the low recharge time of shadow refuge makes it favorable

The Shock->FS might be interchanged with something else

Ok I've finally Found a solution if you dont wanna use that. Use Golden Lotus Strike -> Entagling Asp. It'll basicly have the same effect AND no exhaustion ^^

GLS will work extremely well for energy management with WotEP up. in fact, the only thing that will take any energy is your spells, and GLS will give you energy

Ok yet another alternative to shock->FS

Use either Black Mantis Strike or Golden Phoenix Strike (I recommend GPS becuase BMS's linked attribute is critical strikes) Then you can go straight into repeating strike spam ^^. For the open skill slot you can pretty much run anything that will compliment this. You can use another hex, a damaging spell, or even another dual attack (Both Death Blossom and Twisting Fangs have a fairly long recharge time)

If you use this alternative you will lose the poison effect The first alternative and the original build had. It may be hard to compensate for this lost damage and the KD's of the original and first alternative. But this, i believe, simplifies the build a bit.
