I mean the emperor was going to kill Shiro because he was getting too powerfull - isn't that evil? The fortune teller and the evidence shows this and so shiro was just protecting him-self and was good at the time. After all the fortune teller was right about the other stuff and there were special circumstances at the temple if you've seen the cutscene...

The Prima guide also suggests that the fortune teller had links to Am Fah. It could therefore be suggested that Am Fah were manipulating Shiro into killing the Emperor, possibly to further their own goals.

A link between Shiro and Am Fah should not be discounted, we are told early on in the "search for a cure" quest:
'...members of a local guild known as the Am Fah have exhibited an unusual resistance to the plague, and it is my belief that they have developed some sort of cure'.
