This is my first dabbling in Paragon builds and my NF copy hasn't arrived yet (damn you play.com) so this is a theorycraft build in which case the 'it looks good on paper' may be horribly wrong.

P/W
SM 12 +3 +1
Leadership 10 +2
Command 4 +1
Tactics 9

Spear of Lightning
Vicious Attack
Watch Yourself
Soldiers Fury(e)
Natural Temper
Go For the Eyes
Healing Signet or Optional
Res Sig

This is a straight up damage build. The idea is as follows:-
Move into range, start attacking. As soon as you get the adrenaline use Watch Yourself followed by Soldiers Fury giving you +33% attack speed. Next use Natural temper which should charge very fast giving you +33% adrenaline. Next use Go for the Eyes for a 57% crit chance on Vicious Spear to get the Deep Wound. Now repeat the cycle of WY, NT and GFTE's and recast Soldiers Fury when it ends.

Ater the initial few seconds of build up you should have a sustained +33% attack speed, +33% adrenaline gain, +20 Armor and deep wound almost permenently.

The constant shout renewal should provide suffcient energy for Spear of Lightning and Vicious Attack spamm. As a bonus allies in range will receive the effects of Watch Yourself and Go for the Eyes.

The reason for Warrior secondary is because Watch yourself is the cheapest, relatively long duration, sustained shout available to meet the Soldiers Fury condition. You also get the shields armor bonus from 9 tactics.

If you dropped the healing Signet in TA/HA etc that gives you lots of options, another spear attack like Blazing Spear, a defensive stance, another shout, anything really.

Get Blazing Spear in there. Somehow. Maybe take out WY and Heal Sig, and put in Blazing Spear and Hex Breaker/Smite Hex. (Really, Symp.Visage is the Paragon's bane.)

You cant take out WY, its the shout that activates Soldiers Fury for the duration therefore you cannot change from P/W. Afaik there is no other non elite shout in the game for 4a or less that isnt a one time effect.

I did already say in the OP though that you can swap Healing Sig for Blazing Spear.
Soothing Images is more of an issue than SV but the same applies to any warrior or paragon build that uses adrenaline.

Ive come up with some varients since first posting but its best not to pile theorycraft on top of more theorycraft :). I dont even know if the original build works properly in its usage yet.

I'd prefer aggressive refrain to soldiers fury because it doesnt eat up your elite slot, and is only 8% slower.

Here's a similar build that I use with better synergy and more focused.

16 Spear
10 Leadership
10 Command

Viscious Attack
Swift Javelin
Soldier's Fury (e)
Enduring Harmony
"Never Surrender!"
"Go for the Eye!"
"Watch Yourself!"
Rez Signet

SV only processes if you hit in melee, which spears are not.
I would put Blazing Spear in. It's too good not to have, now.

I think he meant Soothing Images not SV.

Blazing Spear is ok, but the synergy of Viscious Attack+GftE is hard to pass.

Most of my builds end up containing Anthem of Flame and Aggressive Refrain instead, so Blazing Spear and Soldier's Fury become redundant. But for a SF build, it's not bad.

I do, however, love the Vicious+GftE combo. (Now if only I could use SF and Cruel Spear together.... damn eliteness.)
