The guild upgrades (i.e., Art of War tiers) are permanent, yes. Though it takes a total of 36500 influence and 16 days of real-world build time to unlock all five tiers. If you're in a smaller guild,...

Each guild mission type becomes available through an upgrade that is researched in the guild tech tree. The first one is Guild Bounties, which does require Art of War level 5.

I don't fully agree with this. I keep having problems with the daily tracker collapsing. Then I expand it, and a minute later notice it's collapsed again. The reverse is true for personal story....
