Attribute Points...? *Noob'd Question*

Well I assumed upon reaching 20 I would be about to have to attributes at: 20.... But I am stuck at

I've never seen any atribute points given out at a quest/mission, so I'm just wondering if I can get to that second 12....

There are 2 quests that give out 15 attribute points out each. One is out in the Desert the other I'm not sure.
