is there a capture spell? or do you have to use a signet whenever you want to try and get an elite?

No capture spell, sorry. The signets get replaced when you capture a skill, so you need to obtain another one by buying it or getting it from some place. Having a spell to do such thing is a bit to easy I guess, you'd always have that skill without paying for it.
