Max Minium Damage of Weapons

Am I right in thinking that the highest minium damage for swords is 15, and for hammers its 19, and for axes its 7?

So just in terms of the basic damage:

sword 15-25 (or higher im not sure, i dont have a sword that good)

hammer 19-35

axe 7-27 (or higher)

In other words no hammer exists that is like 22-40 dmg or something.

I've heard the best sword is 17-22, and the best axe is 6-28. Not so certain about hammers.
