Guild Battles - Please Help

We just got our hall and I have a few questions:

1. Can anyone just initiate a guild battle ?
2. The "Automatic Match" feature - is that rated or unrated ?

anyone can start a match so stupid guildies can ruin your rank
or other guilds can send a nice spy to your guild who keeps starting gvg wars against their clan and loose on purpose

*should really be fixed imho*

automatic gvg still let you gain points or loose them
