Imo if you want to use iw you should be r/me.

As a ranger your max damage with IW would be 34 compared to 42 from a maxed out mesmer. As IW would be your primary source of damage 25% more from a mesmer is alot. And imo flurry and deadly reposte are beter then the stuff a ranger can bring.
