What I do foresee is that when chapter 2 is released, there will probably be new hairstyles and faces added to the character creation templates, so.. short of rerolling a PvE character, perhaps it is possible to give chapter 1 account holders a grand total of one customisation when they bring their characters over?
I for one might probably find the notion of an asiatic elementalist intriguing "Heeyah! Taste my kong pow fireball!" and if additional visual styles are indeed available, it'd be best if we can switch over!
they'll probably do it in chapter three.

I can see, and am hoping for, a hairdresser. I mean it's a nice feature for those of us with changing styles and it doesn't seem completely implausible like a "plastic surgenon".

Well, the concept art for the new ele henchmen does look amazing though, the way she has this funny hat instead of the current "eyes" we have for eles.

For instance right now I may prefer a particular look out of the available choices in C1, but as more options becomes available, it'd great if we can switch to another look, after all who is to say that you won't prefer the new options more than the ones you had prior?
And of course, having to reroll a PvE character just to take advantage of newer visual options is quite a waste really...

I think a 'hairdresser' option needs to be added, as a perminant fixture. It'd make a good low-level goldsink - let's say 1k per standard haircut for your profession, and say 10k to get the hair from another profession on your character - it'd up the possible customisation of everyone's characters, would be cheap enough that your average 'casual' player would not have to struggle too much for it, yet it'd be enough that you couldn't go round changing it every five seconds. Also I'd kill for them to make it so that 'hairdresser' could also change your hair colour much the same as armour dyes work. It's obviously not needed at all, but I think it too would be a brilliant low-level goldsink and again add to the possible character customisation in the game (and I know personally I'd pay many many hundreds of 'K to give my Ranger bright pink hair, though that may just be me). Or they could just let existing dyes work on hair or something... I dunno. But yes a 'hairdresser' NPC certainly needs to be added.
As for the 'plastic surgeon'... not as a trader-like fixture, but I certainly think it'd be a good idea to allow people ONE chance to change their character's face at the start of each new chapter. It shouldn't cost anything, there should be no requirement for it, but you should only be able to do it once per character. That way for people that really really want to fit into the new theme of the new chapter they can, and yet people can't go round making up a new look every thirty seconds.
I just want new hair styles and to be able to change them. I am completely happy with my characters faces. :-)
