Waiting for favour............

Why do we have to have favour in order to access FoW or UW? What's the logic behind this? Why should PvE be forced to rely on PvP in order to play the game? Apart from some programming genius thinking this is a great idea, is there a reason?
Does anyone amongst the million odd users think it's really cool and fun to wait for favour? I don't, I think it's irritating and dumb.
