You can find Blood of the Master simply but looking at the Necro skill locations page on this very site and going out to where it says.

Also, if you need 18k use the time you waste begging to go and kill a few things. It's not that much at all, and you should earn it the same way most of us have earned what we have.

And be lucky to have Sigil for 18k. In the back it was 60-70k when no1 had money... Now everyone got money and theyre cheap...

18k is nothing... Its like 2-3 hours of farming...

Yes we do hate beggers... I know I have earned every cent I have. Which to some isnt alot but I can buy my monk 15k armor now. I spend alot of time helping with missions so I dont really get the chance to farm but.... sometimes I sneak away.
