I'm thinking about getting a new set of armor from factions and I was wondering if the one with "while using a preparation"means thatwhenever you have a preparation on you have the +10 armor.

Yes (at least on all the locations you've got a piece of that armour on; it's not a global effect). Same thing goes for the "while in a stance" armour.
