Another Factions Quest bugged?

I just got factions this weekend, along with the Ranger Fur Quest, it appears the Monk Second skill is borked as well. You're supposed to meet master Pe Wan (*snicker*) in the Kinya province. He's not there at all. I've had two other people try the quest and have had the same problem. Remaking didnt help at either. :(


Or am I just 'tarded?

The Dragon festival quests change these areas. Make sure you don't have any Dragon Festival quests open and try again.

Yeah, Ironworks TDC got it in one. If you have the Yeti Quest (For example) you can't do a wide variety of other quests.
