Shattering Assualt is very powerful.
It won't bring it against Warriors, Rangers, and Paragons, but pretty much every other class uses enchantments to some point.
It also puts a knife (litterally)in the side of most of the metagame. . .
Just think about it?

Obviously Assassins carry some to be targeted. . .
Either way you will be able to blow up Reversal of Fortune's before they trigger on an enemy!

As for Guardian, with 42-46% usually and often lower on Blights or Boon Prots, the chances of blocking both strikes of a dual attack are about 15-20%. And 30-35% of the time both will hit. It's not as bad if you have been able to get up to the dual and they throw Guardian.
I think something like Unsuspecting/Wild/Shattering/Twisting could be good. Spam the 4s recharge chain and use Twisting Fangs when appropriate to assist on spikes. I think it's better than the old Dark Apostasy + Crit Strike + Wild Blow. Although ofc the advantage of Wild Blow was that it cut straight through Guardian and removed it and is independent of the combo chain.
I still haven't pre-ordered btw. Gonna try on someone's pre-order key and see if they haven't screwed up again before deciding if I am giving them money this time. Screw me once, but not twice. If the Dervishes remain over-nerfed as in the last preview I'll vote with my wallet.
I think that if you're going into heavy enchant-block territory, packing something like explose defenses or popping out way of the fox right before you fire it off, and you should be pretty good.
