Fingers of Blood
Blood Magic. Spell. E=10 C=2 R=30s You steal 4....40 health from touched foe. For every hex on that foe you steal an additional 2...10 health.
Necromancer's Sacrifice
Blood Magic. Enchantment. For 5...21 seconds your sacrifices are halved. When this enchanment ends, you gain 1...2 energy for every time you sacrificed health.
Blood of the Cursed
Curses. Enchantment. E=20 C=3 R=45 For 6...26 seconds every time you cast an hex spell on target foe, that foe loses 5...12 health. If this enchantments ends, all your curses skills are recharged.
Grenth's Minions
Death Magic. Spell. E=25 C=5 R=60 Exploit all near corpses to animate for every corpse a level 1...15 minion. These minions deal cold damage, and if they struck a foe with health lower than 50%, that foe loses one enchantment. These minions die after 10...45 seconds.

An overpowered downside cannot counter an overpowered effect.
And even Elites are not supposed to be that strong. They are just stronger and/or more convenient versions of normal skills. None of them are "Kaboom, nothing left after 1 single skill" type of skills. Play Diablo 2 or WoW if you like that game style.
If you still want your idea to be a real suggestion, you should really tone it down.

Elite Spell. Target and adjacent foes are struck for 15-120 fire damage and set on fire for 3-5 seconds.
I highly doubt that since the risk of using it is high. It will also add more strategy since everyone will be cautious on rushing in and the skills like Protective Spirit and Shelter would increase in value, even Mantra of Flame.
This elite skill is no different than that of Siege attack from Siege Turtles or Catapults. I don't see them breaking the game.![]()

With the tiny difference that there are no Siege Turtles or Catapults everywhere you go, meaning that you cannot use them against any regular mob of monsters. This skill could ruin PvE, since if you can carry it, monsters can too.
Again, Guild Wars is not about "1 click and everything goes in smoke". The numbers are balanced so no attack or skill can totally whipe out an entire team of enemies in 2 coordinated spells. It has not been made in 3 chapters of GW, and we can suppose that it will (hopefully) not happen either.

Flaming Blade
Swordmanship. A=8 If this attacks hits, you strike for 10....22 Fire Damage. If this foe is under the effect of an enchantment, you strike for 10...22 extra damage.
Gletsjer
Water Magic. E=25 C=5 R=45 Create a Gletsjer at target's foe location. For 2...15 seconds foes near this location are struck for 10..43 Cold Damage.
Energy Storm
Inspiration Magic. E=15 C=2 R=45 2...6 Foes in the area lose 3...9 energy. You gain 30...50% of the lost amount of energy.
Vampirism
Blood Magic. E=0 C=0 R=This skill is only recharged when you get a morale boost. If you are dead, you are ressurected with 10...50% health and no energy. For 10...30 seconds, you are unable to use any skill and you are unable to receive any healing. Your attacks steal 10...40 health. After 30 seconds, you die.

Lead attack. Shadow Step to target foe and strike for +15...+35 damage. If target foe suffers from Bleeding, this skill misses. (Attrib: Critical Strikes)
