Hat Storage??

the hat maker guy in Kamadan says there is a hat storage availible but how do i get it?

To answer, the Hat NPC IS Hat Storage. It's storage in the sense that once you have shown him all of your hats, you can delete them all from inventory and make one for whenever the occasion comes up.
