Degen can get you some kills in FA or maybe RA, but beyond that, your not going to do much with it.

For the record, go A/R use Apply Poison and Jagged/Wild/Critical. Use Expose Defense (gets e-costly with Apply Poison) for blockers and whatever else you like. This will get you -7 degen on the first hit, remove stances and give you so-so energy management w/ Critical Strike.

Degen is generally applied via spammable conditions (Burning Arrow Ranger, Spear Paragon) or mass degen hexes (Reaper's Mark necro, Illusion mez). Degen is only good if you can get it on their entire party, which an Assassin doesn't really have the energy or spammable skills to do. Try this instead:

A/W
Black Lotus Strike
Twisting Fangs
Black Spider Strike
Blades of Steel
Shadow Prison
Burst of Aggression
Feigned Neutrality/Shadow Refuge
Resurrection Signet
