although i dont find mesmers under powered, and i use mine all the time, i will add my lil list of possible improvements.
1.) Change Fast Casting attribute
based on rank 0-15:
a.)spells cast 0-50% faster
b.)your spells that target a foe have a 0-15% chance to also interupt
c.)any of your sucesful interupts have a 0-15% chance to knockdown instead
2.) Change Fast Casting attribute
a.)spells cast 0-50% faster
b.)spells you cast have an increased attribute rank of 0-2
3.) Change Fast Casting attribute
a.)spells cast 0-50% faster
b.)spells you cast have a reduced after cast delay 0-100%(rank 0-16)
4.) Change Fast Casting attribute
a.)spells cast 0-50% faster
b.)spells cast against you have a 0-25% chance to fail. The rank the foes spell was cast at reduces this % by .5% per rank. This reduction is doubled in pvp competition.
i really do think mesmer skills are fine at the moment. its more that the fast cast inherent bonus could use the boost. currently if peeps tried they could have a 36% chance to cast 1/2 as fast which kinda nerfs the fast casting attribute for poor lil memsers. Being an iw guy it doesnt effect me much any how unless they are going to make fast casting work for both spells and attacks![]()

also the mesmer should be allowed to cast spells while moving. personally I feel the mesmer profession needs a total redesign to make it more mesmerish
Adding those other things really doesnt sound like fast casting. But I do agree it needs a change. The aftercast one is the closest to what I want but aftercasts i feel shouldnt be messed around with.
My ideal change would be to make it similar to how expertise is.
"For each rank of Fast Casting, the casting time of all of your Spells, Signets, and Mesmer skills are decreased by 4%."
The reduction from 0 to 12 to 16 attribute would be 0...48..64%
