Ok, this build is still a WiP (Work in Progress), so constructive advise is welcome and probably needed

1.Mantra of Inscriptions 10C 0CT 20R
For 90 seconds, your Signet skills recharge 50% faster.
2.Signet of Humility 0C 1C 20R
Target foe's Elite Skill is disabled for 16 seconds. (Recharges in 10 with Mantra)
3.Dancing Daggers 5C 1C 5R
Send out three Dancing Daggers at target foe, each striking for 29 earth damage if they hit. Dancing Daggers has half the normal range. This skill counts as a lead attack.
4.Entangling Asp 10C 1C 20R
Entangling Asp must follow a lead attack. Target foe is knocked down and becomes Poisoned for 17 seconds.
5.Signet of Toxic Shock 0C 1CT 15R
If target foe is suffering from Poison, that foe takes 82 damage. (With Mantra, this can be used twice before the poison for EA expires)
6. Leech Signet 0C 1/4CT 30R
Interrupt target foe's action. If that action was a spell, you gain 15 Energy.
7. Ether Feast 5C 2CT 8R
Target foe loses 3 Energy. You are healed 47 for each point of Energy lost.
8. Resurection Signet 0C 3C -R
Resurrect target party member. That party member is returned to life with 100% Health and 25% Energy. This signet only recharges when you gain a Morale Boost.

It looks like you are trying to do too many things at once. Damage wise, your build is lacking.... You have no spiking ability by yourself, and your DPS is very low.
Otherwise, MoH + SoI is a very strong core that a lot of people run. Stick to this idea, and you'll have a stronger build overall. You also have no elite.
Suggestion: take out SoTS, DD and entangling. It's fine if you stick with deadly arts, because there are a lot of decent shutdown skills in that line.
Try things like siphon speed, disrupting daggers, siphon strength, mark of insecurity, signet of twilight, etc. Obviously, this build won't be made for RA or AB, but neither was your build.

Nah Signet of Illusions is a terrible skill imo. Mesmers need to be ready to do what they need without spending 2 seconds and 3/4 seconds with an elite that makes youre spells stronger than they are, but not could be.
A Mesmer needs to be able to support and harass, which means removing enchants and hexes, interupting, diverting and all sorts. In PvE the damage based versions of these will always be much more efficient.
Also make sure to get a good balance of spells you use and energy management so that you can continually use the spells you want. The best options for that would be Power Drain and Auspicious Incantation as well as some elite options that are also quite nice. Mantra of Recall and Energy Drain come to mind.
Empathy and Backfire are staples in most peoples Domination builds, and clumsiness and frustration are also great used in Illusion builds.
Play different things and see what you like.
