Let's discuss.
Personally I think Frenzy is one of the best skills in the game. Furthermore, it's one of the best designed skills; it allows a good player to effectively double their damage output, but forces them to think about its use. Conversely, it makes scrubs die twice as fast. High reward at a high cost = great skill, unlike the hundreds of other buttons mashing skills in the game.
It's the best IAS for Axe or Sword Warriors in PvP. Otherwise it's a poor skill.

A simple Frenzy Build.
16 Swordsmanship
9 Healing Prayers
Frenzy
Severe Artery
Gash
Final Thrust
Distracting Blow
Sprint
Healing Breeze
Rebirth
Frenzy is for attack speed buff to fuel Adrenaline skills.
Severe A. and Gash is bleeding for 20 and weakness of 20 at 16 swordsmanship.
Final Thrust is the finale.
Sprint is there to "Cancel" Frenzy when ur taking too much or to make a run.
Very Energy efficient build.. like a solar powered warrior. Once u started.. adrenaline flows like Lava... energy is saved for emergency healing, rezzing or running away. (PS. I always do the rezzing... I tell monks don't rez to save their energy if they are using rebirth)
Concept is to Bleed, Weaken your enemy to soften, put preassure them for the rest to kill.
And yes, I agree with the OP.
Not Flail coz' they slow u down... enemies run very much nowadays.
Anyways, GW skills ALL have set backs. Just choose one that suits ur style.

Who cares what some people think? - Their opinions won't win or lose your fights for you. - If you can use it right it's a good skill - if not, stay away from it.
Frenzy is awesome with a fast recharging cancel stance.

Maybe it's bad when you're assigned to tank mobs in PvE. Not dps.

It's almost permanently on my warrior in Hard Mode. Most tanking damage requires protective spirit anyway, so I throw it on myself with a hero and slash away. One of the best skills in the game imo, and to be honest I'm surprised it covers its recharge with its duration.
