AC and BHA do different stuff.
AC is just meant to prolong casting times, annoy and basically reduce damage output from a caster mob. And also facilitate interrupts of key spells.
BHA + epidemic is meant to kill a group of casters clumped together. It's meant to do more than just annoy. (For example, killing the drought with BHA is much easier than killing it with AC. With AC unless you're quick the drought can still get a sandstorm out which wipes out your team.)
Inflicting dazed is usually harder than prolonging cast times and very often requires elite spots (BHA, Beguiling haze, Skull crack, Golden skull etc). Because dazed is a condition and can be spread, unlike hexes that prolong cast times.

Anyway, the FC signets is all I hopped for.

I wonder if any skills will be updated to also expand on this additional support for signets.
Mantra of Recovery
For 5...17 seconds, Spells you cast and Signets you use recharge 50% faster.

If Symbolic Celerity stacks with the passive FC bonus to get 89% cast time reduction signets... and then you can combine it with MoI for around -45-50% recharge on signets.... there already is a l33t sig of mesmers:

Signet. Resurrect target party member with 5% Health and 1% Energy for each party member within earshot.
10 second recharge, 0.5 second cast time, 10.5 second recast hard res ftw :D
