He means he watched them kill off his family and fellow Forgotten when Abaddon originally rebelled.

According to the timeline the Forgotten didn't settle in the Crystal Desert until 174 years after the Abaddon/Margonite banishment.
Yes, I'm sure.
He was the last one to survive when Abaddon struck against the Old Gods with his Margonites. The Old Gods used the Forgotten and their Eternals to fight back. The Margonites formed death squads to hunt down the Forgotten in retribution.Time has not been kind to this last bastion of a once-great empire. The erosion caused by the outward creep of the Realm of Torment has eaten away at the very foundations of this forgotten citadel, dropping much of it into a vast sinkhole. It is said the lone living witness to the Margonite assault on the Gates of Heaven and Abaddon's defeat at the hands of the Five Gods still resides here, all but abandoned to the mists of time.
The quest you quoted is even called "The Cold Touch of the Past". Not to mention everything he says is in past tense.
His non-quest dialouge is also:
He has been alone for thousands of years."This world has circled the heavens countless times since I last gazed upon caring eyes. What brings you here, young one?"
The Forgotten were wiped out with our help in Prophecies, and it is likely the Margonites are hunting down the remaining Forgotten in the Realm of Torment, but on Tyria, Vissh is one of the few living Forgotten remaining, trapped in his fallen fortress by the outward creep of the Realm of Torment and the sulfur pouring from Abaddon's mouth.
