    Afaik, the only living Forgotten on the surface of the world of Tyria post-Nightfall is Vissh Rakissh - all the other ones were killed by the Margonites.

    The Naga were almost completely wiped out by the Jade wind and 200 years later they are all over cantha.

    According to the timeline the Forgotten didn't settle in the Crystal Desert until 174 years after the Abaddon/Margonite banishment.

    Time has not been kind to this last bastion of a once-great empire. The erosion caused by the outward creep of the Realm of Torment has eaten away at the very foundations of this forgotten citadel, dropping much of it into a vast sinkhole. It is said the lone living witness to the Margonite assault on the Gates of Heaven and Abaddon's defeat at the hands of the Five Gods still resides here, all but abandoned to the mists of time.
    He was the last one to survive when Abaddon struck against the Old Gods with his Margonites. The Old Gods used the Forgotten and their Eternals to fight back. The Margonites formed death squads to hunt down the Forgotten in retribution.

    The quest you quoted is even called "The Cold Touch of the Past". Not to mention everything he says is in past tense.

    His non-quest dialouge is also:
    "This world has circled the heavens countless times since I last gazed upon caring eyes. What brings you here, young one?"
    He has been alone for thousands of years.

    The Forgotten were wiped out with our help in Prophecies, and it is likely the Margonites are hunting down the remaining Forgotten in the Realm of Torment, but on Tyria, Vissh is one of the few living Forgotten remaining, trapped in his fallen fortress by the outward creep of the Realm of Torment and the sulfur pouring from Abaddon's mouth.
