If you can get the quest, you can get the reward. If you have a Core class as any of your classes(primary or secondary) you can get the skill reward. Thing is, you can't obtain quests before Lion's Arch.

To be a D/* you must start your character in Elona/NF. Foreigners can not do the quests that are done before Lion's Arch that give skills as rewards. There are some quests later in the game that can be done though.

Yes...but only for the secondary that you have at the time you accept the quest.

I don't know how it works if you change secondary between accepting the quest and receiving the reward.

You only get the rewards associated to the professions you are when you accept the quest reward.

Yea, got cheated out of a skill on my Assassin. Forgot to change back to /E, was /D when doing the quest.

You get the skill of the profession you are when receiving the reward.

It doesn't keep track of what profession you were when accepting the quest, and also no track keeping about the secondary class changes you do in between.

Basically, you will get a skill reward based on whatever your professions are when you accept the reward. You will only get the quests that occur after reaching LA.
