Hey, this guy seems fun and gives fun quests too. Where else could you meet this guy instead of Grothmar Wardown?

So far, I met him at:
1. rabbit place beside the ledge(give no quest)
2. res shrine area beside the ledge as collector(250 superb charr carvings)
3. the middle part of Grothmar Wardown as quest giver(following charr to the metting with grawl and get a plan)
4. the beach part of the lake at Grothmar Wardown as diversion for you to steal the battle plan
5. Sacnoth Valley as 2 quest giver, poisoning the food after he made them sleep and kill the shaman after he divert their attention>.<
6. Sacnoth Valley as your follower, gives no quest, but tells some hints about him.

other place?
since the quest I got so far is plan A, there shud be plan B, C , and so on right?
